Senate President Tito Sotto is the least surprised over the brouhaha
over the ghost patients scam perpetrated by WellMed Dialysis Center was nothing new – he exposed the Philippine Health Insurance Corp. (PhilHealth) scam a year ago.
"I exposed the PhilHealth scam last year during budget hearings including the tough doctor in mindanao behind it, hindi ninyo pinansin ah! DoH promised to investigate. Ano na?"

What surprised Sotto was why the Department of Health led by Secretary Francisco Duque did not act on a South Cotabato neurologist, Dr. Mark Dennis Menguita, who allegedly paid off fake patients to collect Philhealth fees in connivance with medical centers such as St. Louis Hospital, Allah Valley Medical Specialist Hospital, Inc., Arturo Pinggoy Medical Center and St Louis Medical CL and Hospital. Sotto said the scam apparently had the blessing of Philhealth Region 12.
“I exposed the PhilHealth scam last year during (DOH) budget hearings including the tough doctor in mindanao behind it, hindi ninyo pinansin ah! DoH promised to investigate. Ano na?” said Sotto on Twitter.
President Rodrigo Duterte has ordered the National Bureau of Investigation to arrest the owners of WellMed Dialysis Center for charging Philhealth for services rendered to dead patients.
